Biography: Dr. Mel Bernstein
Dr. Mel Bernstein joined the Office of Research and Development in the Science and Technology
Directorate of the Department of Homeland Security on June 1, 2003, as Director of University Programs.
Dr. Bernstein came to DHS from Tufts University, where currently he is a Research Professor
in the Department of Mechanical Engineering.
Previously, he has served as Professor and Head of the Department of Metallurgy and Materials
Science at Carnegie-Mellon University; Provost and then Chancellor at the Illinois Institute of
Technology; Academic Vice President and Dean of the Faculties at Tufts University; and most recently,
Provost and Senior Vice President for Academic Affairs at Brandeis University.
Other professional experiences include Liaison Scientist at the London Office of Naval Research,
Member of the National Materials Advisory Board of the National Research Council, and Panel Chair
of the National Research Council study, "Materials Science and Engineering for the 1990s."
Over the first year, University Programs has named the first two classes of DHS scholars
and fellows, almost 200 in total, and has established DHS university-based Centers of Excellence
at the University of Southern California and partners, in the area of risk analysis related to the
economic consequences of terrorism, at Texas A&M University and partners, in foreign animal and
zoonotic diseases, at the University of Minnesota and partners, in food protection and defense,
and at the University of Maryland and partners in behavioral and social research on terrorism and counter-terrorism.
